The ACT Government has ruled out using free travel for now, as a way of attracting people onto public transport.

It comes as it released a Transport Recovery Plan to encourage more people to use light rail and buses.

Public Transport Association of Canberra chair Ryan Hemsley says money should be spent making public transport more attractive.
