Children as young as 12 would be able to apply to the ACT Civil and Administrative Tribunal to legally change their gender under proposed new laws before the legislative assembly.

They would have to prove to ACAT they're capable of making the decision with the tribunal to have the final say.

Greens leader Shane Rattenbury told the assembly the proposed new laws would tackle discrimination and bullying experienced by young Canberran's who identify as transgender and gender diverse.

The proposed laws would also allow children once they turn 16, to apply directly to ACAT to change genders without the permission of their parent or guardian.
